At country level, the EU Delegation in Egypt is committed to translate commitments specified under GAP III (Joint Communication and Staff Working Document) into a context-specific and tailor-made operational framework ‘Country Level Implementation Framework’ (CLIP 2021-25). To feed the development of the CLIP and MIP (Multi-Annual Indicative Programme), the EU Delegation to Egypt needs to produce a Gender Analysis that is comprised of a gender country profile, and gender-sector analysis linked to envisaged priority areas of MIP (Green and sustainable development, Human development; Economic resilience and prosperity building through green and digital transition; Social Cohesion, Modern and Democratic State).
In relation to the programming 2021-27, to reach GAP III targets, the EU Delegation must ensure that at least 85% of all new actions will have gender equality as a significant (Gender Marker or principal objective (Gender Marker in each priority area/ sector of the MIP. Moreover, at least one action should encompass gender equality, women, girls’ rights, and their empowerment as a principal objective (Gender Marker 2).
A gender analysis is a critical examination of how differences in gender roles, activities, needs, opportunities, and rights/entitlements affect women, men, girls, and boys in a given policy area, situation or context. The gender analysis identifies the differences between and among women and men in terms of their relative position in society and the distribution of resources, opportunities, constraints, and power in a given context. In this way, conducting a gender analysis allows for the development of interventions that address gender inequalities and meet the different needs and interests of women and men.
The gender country profile is a comprehensive and structured gender analysis at country level. The overall objective of the assignment is to identify key advances, gaps and opportunities around gender equality and women’s empowerment in Egypt and to produce relevant material that would increase knowledge, capacities, and awareness with regard to EU Gender Action Plan III (GAP III 2021-2025).

- Review of previous Gender Analysis for Egypt produced in 2015, 2016, and 2018 in addition to a draft Gender Analysis in 2020-21.
