Training & Human Resources Development for the Ministry of Water Resources & Irrigation (MWRI)
Description
Owing to its mainly arid climate, Egypt’s agricultural production is dependent on irrigation. With 750 m3 of water and 0.1 cultivated feddan available per capita and year, the country suffers from relative water and cultivable land shortage for food production. Egypt’s population and the related water demand are expected to increase over the next 40 years reaching app. 130
million inhabitants in 2050.
The renewable water resources will remain constant or even decrease, therefore the per capita share of available water resources is decreasing. The agricultural sector comprises 13.7 % of Egypt’s GDP and approximately one-third of Egyptian labour is engaged directly in farming, many others work in processing or trading of agricultural products. Therefore it represents a sector with high importance for the Egyptian government.
WRMP aims to improve:
- the capacities of the Ministry of Water Resources and Irrigation (MWRI), the Ministry of Agriculture and Land Reclamation (MALR) and water users for implementing integrated water
- resources management at various levels (national, regional and local)
NSCE was subcontracted by IP consult to provide a management and human resource expert for WRMP and to contribute to the objective of WP2 of Training and Human Resources Development:
- to strengthen the departments and personnel responsible for human resources development in MWRI.
Services
- Guiding and assisting in setting up a HR database and supporting the counterpart team and the International Short Term Expert in monitoring and documenting the HR data management approach.
- Elaboration of the HR indicator system and identification of HR Key Performance Indicators.
- Participation and contribution to dissemination and up-scaling activities for HR statistics and indicators.
- Setting up a HR glossary
- On-going knowledge sharing and stimulation of experience exchange.
- Contribution to the learning platform of the working area, including development and delivery of HRM / D competency based training programs.
- Recommending mandates and related functions for HRD Sector for MWRI.
- Guiding the implementation of job analysis and job description techniques for the HR Development Sector of MWRI.
