Description
Upon the launch of the BMZ Feminist Develop Policy (March 2023) with the strategic objective of overcoming discriminatory structures for women and girls and other marginalized group and aim to ensure that all people can participate equally in social, economic, civic, and political life and exercise their human rights, the PwGA assignment was commissioned. It presents an analysis on how to integrate the principles of the FDP including the European Union Action Plan for Gender Equality and Women’s Empowerment in EU External Action 2021-2025 for Egypt (EU GAP III) and how to adapt it to the Egyptian context.
The PwGA focuses on adopting a gender-transformative, intersectional, holistic, post-colonial and anti-racist, cross-project and portfolio-wide approach that validates local know-how and stakeholder participation to advance the FDP in development cooperation practice. The analysis covers the full range of the GIZ Egypt Portfolio and assesses in addition the portfolio of the KfW Development Bank and the policy dialogue on gender by the German Embassy Development Cooperation Department and BMZ. The analysis also sets forward overarching gender portfolio-wide and sector-specific targets for the German Development Actors’ gender portfolio through Strategic Portfolio-wide and Sector-Specific Gender Frameworks, a Gender Action Plan, and Communication Manual.
