Feasibility Study for Developing Three Informal Settlements
Description
The Informal settlements represent a universal phenomenon, which many countries suffer from worldwide and not only in Egypt. They are a results of government’s failure to provide adequate housing to the urban poor. Therefore, informal settlements are solutions developed by the urban poor under the existing conditions of limited economic resources and bureaucratic control.
The total land area of Egypt is about one million sq. km of which only 7.6% is inhabited and cultivated areas. Total population is approximately 105 million and the population growth rate is 1.84%. Rural inhabitants comprise approximately 56% of the total population, while urban inhabitants are about 44%. Informal settlements are considered to be the dominant mode of urbanization, spreading on urban fringes, either on privately-owned agricultural land or on state-owned land in desert areas. It is estimated that more than 60% of the Egyptian’s population inhabits these areas. Moreover, it is estimated that between 1980 and 2025 nearly half of Egypt’s agricultural land will be lost to informal settlements in the absence of planning or the ability to enforce present laws governing the housing development.
The Government of Egypt (GoE) has received a Grant from the African Development Bank’s (AfDB) Middle Income Country Technical Assistance Fund to finance the Upgrading of Informal Settlements through Multi-facetted Technical Assistance project. Informal Settlement Upgrade Technical Assistance Project aims to conduct four technical assignments:
- Outcome Evaluation study of three completed Informal Settlements Development projects,
- Feasibility Study for Developing Informal Settlements,
- Public Private Partnerships (PPPs) in the Housing sector and,
- Training Needs Assessment for Informal Settlement Development Fund.
The objective of this assignment is to conduct an Urban Development Feasibility Study for three informal settlements in Kafr Sheikh, Sharqia and Assuit.
Services
- Environment and Socio-economic Profile: descriptive environmental and social characteristics of each settlement; underlining the issues and opportunities/projects of each area for development.
- Preliminary Development Plans: elaborating a development plan for the suggested projects based on the environmental and socio-economic profile as well as identifying the potential positive and negative environmental and social impacts of the areas.
- Feasibility Study: preparation for LDPs and Tendering Documents for the Proposed Development Projects.
