During the period of December 2009 to August 2012, the ILO Cairo office, implemented, in collaboration with the Ministry of Manpower and Migration (MoMM), a project on “Effective School to Work Transition through Career Information and Guidance for Youth”.

The overall development objective of the project is to contribute to reducing the high unemployment rate among young people, by improving the school to work transition and allowing youth to find more and better jobs. Special emphasis was placed on women and disabled groups.

The ILO planned to evaluate the success of the project’s activities in the target areas. The evaluation of the project will be based on an exhaustive review of programme documents and reports, as well as primary qualitative data collection exercises.

The objectives of the study were:

  • Measure the extent to which planned and unintended results have been attained during the implementation of the project;
  • To evaluate the success, lessons learned and possible failures of the project in implementing and achieving its objectives;
  • To address cross-cutting issues relevant to project choices
