Description

The overall objective of this assignment is to design a comprehensive M&E system for SEDO that will be endorsed by SEDO stakeholders and staff at both the central and regional levels. In the process, the Consultant will evaluate the effectiveness of the current M &E system in terms of its impact on monitoring progress, comparing actual to target, measuring efficiency, measuring input-output relationship, and input utilization. The consultant team provided SEDO with information that will serve to identify corrective actions for M&E, ascertain successful practices, and develop a training program for M&E related staff targeting SEDO and its relevant stakeholders. In doing so, the consultant team reviewed and consolidated the M&E tools currently applied to provide SEDO and SEDO stakeholders with monitoring instruments and training. Such a measure will contribute to the longlasting impact of SEDO programs. A set of key performance indicators were developed for monitoring objectives including how performance will be tracked using milestones and work schedules, and what impact SEDO programs should have on its beneficiaries. In this context, the two key characteristics that will be integrated in the updated M&E System that the consultant proved are:

  • The M&E system is linked to and is an integral part of SEDO’s Project Cycle Management approach;
  • The M&E system is geared at measuring impact of SFD and SEDO interventions at the impact, outcome and output levels.

Services

  • Established the purpose and scope of monitoring and evaluation by reviewing the existing M&E system and selected studies in SFD. Projected activities included a kickoff meeting with key staff and stakeholders, individual and group meetings, semi-structured interviews
  • A review and discussion of sample M&E reports where lessons learnt through the M&E process were shared and corrective measures were taken
  • Conducted a Situational analysis and an M&E Needs Assessment. The revision included data collection methods, data analysis and reporting findings
  • SEDO’s logical frameworks were revised as well as the key performance indicators identifying for M&E at all project levels
  • Revised and assessed systematic structures needed and interests of key stakeholders were addressed under this section of the work plan
  • Developed a comprehensive M&E plan for SFD/SEDO
