Governance, Peacebuilding, Conflict and Resilience (GPCR) Framework: Resilient Urban Futures initiative on “Strengthening Urban Resilience to Emerging Disaster and Climate Risks”

Description

The Resilient Urban Futures initiative is a multi-country initiative covering Egypt, Kenya, Uganda, and Ethiopia, aiming at enhancing the resilience of urban systems and communities to climate-induced disasters, particularly heatwaves, floods, and sea-level rise. In Egypt, the initiative contributes to Egypt’s National Strategy for Disaster Risk Reduction 2030. The implementation intents to aligns with national risk and awareness frameworks of the Information and Decision Support Center (IDSC) and support the Government of Egypt’s integrated coastal management and resilience planning for the North Coast. The geographic coverage of the project in Egypt includes Damietta city, Ras El-Bar, Ezbet El-Borg and New Damietta, as one of the Nile Delta’s most climate-vulnerable urban centers, exposed to a combination of coastal flooding, coastal erosion, and internal flooding. The project aims to:

  • Strengthen the city’s risk governance and institutional coordination;
  • Enhance access to localized climate data and early warning systems;
  • Improve water governance and infrastructure resilience;
  • Develop a Disaster Risk Reduction Plan for Extreme Weather Events, and
  • Promote community awareness and inclusive preparedness to extreme weather events.

The objective of this assignment is to analyze the climate risks for the focus area and develop a climate-related Disaster Risk Reduction Plan responding to the risks. The assignment will also cover the design of climate-related early warning system for the focus geographic area that is linked to national system in Information Decision Support Center in Cabinet of Ministers, aiming to reduce human and economic losses associated.

  • Validation and testing through capacity building and simulation drills (including training modules, training evaluation reports, two training sessions for city planners and technical staff, one emergency management session, and two simulation scenarios for climate risks, and coordination between governorate implementation of simulation drills for two different climate risks)
