Towards Regular Migration.
Description
The project “Cooperation on Migration Governance through Institutional Support (CONMIGO)” was approved in December 2016 under the Emergency Trust Fund for stability and to address the root causes of irregular migration and the phenomenon of displaced people in Africa.
The project is a peer-to-peer cooperation between the Spanish Agency for International Cooperation and Development (AECID) and the National Coordinating Committee for Combatting Illegal Migration and Trafficking in Persons (NCCPIM&TIP), Government of Egypt. In partnership with NCCPIM, the project targets four national institutions: Ministry of Manpower (MoM) for the mobility component, Central Agency for Public Mobilization and Statistics (CAPMAS) for data production and management component, and the National Council for Human Rights (NHCR) for rights-based component. Additionally, the project’s objectives are extended to a wider range of national beneficiaries including other ministries concerned with migration governance and other national beneficiaries.
The overall aim of the project is
- to promote a rights-based migration governance system
- to combat and mitigate the vulnerabilities caused by irregular migration
- to support the role of national institutions through enhancing national knowledge and capacities in accordance with national priorities with regards to migration governance.
The project’s scope falls under the European Union Trust Fund for Stability and Addressing the Root causes of Irregular Migration and Displaced Persons in Africa (EUTF-NOA).
Building on existing national efforts towards migration governance in the Arab Republic of Egypt and learning from the experience of the Kingdom of Spain as a sending, transit and receiving country, the project has two key objectives:
- to foster rights-based migration-governance systems in the region
- to mitigate vulnerabilities arising from irregular migration and to combat irregular migration
Services
- Design of a conceptual framework for national coordination.
- Drafting a proposal for a memorandum of understanding.
- Manual and outline for coordination and management.
- Training and capacity building programs and workshops: conduct rapid training needs assessment, prepare detailed training plan and training operations manual and finally executing training with different stakeholders.
- Design awareness campaign and produce its components.
- Conduct awareness campaign implemented for employers and workers on workers’ rights.
- Design and implementation of a data base management system for migration in Egypt.
- Developing an approach for knowledge-based migration management.
- Prepare several studies, reports and guides on matters related to migration and a guide to Good Practices in Migration Governance for the NCCPIM&TIP.
- Design of the website and the mobile application including developing and testing.
