Evaluation of Sri Lanka WFP Country Strategic Plan 2018-2022 (CSP Sri Lanka)

The WFP CSP supported country capacity in emergency preparedness and response, resilience building, and nutrition.

Description

Sri Lanka is a lower-middle-income country. It has several social safety net programmes and has made significant progress in reducing hunger in the last ten years. However, the coronavirus disease 2019 pandemic had a negative impact on the food security of the most vulnerable.

WFP programmes in Sri Lanka focus on the prevention of malnutrition and management of food security. WFP activities in this CSP have included emergency response, emergency preparedness, school feeding, support for food fortification, support for research on food security and nutrition, community-based livelihood and resilience work, and support for a national safety net.

WFP’s priorities include actions to:

  • increase government preparedness and response to emergencies
  • provide nutritious meals to children that include locally grown foods
  • build resilience and provide livelihood support particularly for smallholder farmers
  • provide safety nets through social protection for families in emergencies
  • address climate induced livelihood risks

The objective of the evaluation is twofold:

  • To provide accountability to donors, government stakeholders (upwards accountability), WFP staff, NGO and other implementing partners (horizontal accountability) and affected populations (downwards accountability) through a thorough and transparent assessment of progress towards results, an assessment of the programme’s efficiency by intervention and outcomes, and evidence of sustainability
  • To provide learning for both WFP staff and others who are delivering the services of the CSP as well as lessons about programme achievements and information about what works in individual interventions, how and why and who benefits (or doesn’t) to inform future policies and programming. 

Learning is facilitated through consultations with a wide range of stakeholders, including WFP target population groups, at various stages of the evaluation process, from inception to submission of the final evaluation report.
