Decentralised Evaluation
Description
The evaluation of WFP’s resilience activities in Chad by the WFP Chad Country Office stands in the context of WFP’s policy of accountability and learning through independent high-quality evaluations, with the objectives to
- learn to inform resilience policies by the Government of Chad,
- learn for WFP staff who are delivering services and planning programmes and strategies about achievements (what works, who benefits – or doesn’t – and how and why they benefit) of the programme,
- and to provide accountability to donors, government stakeholders (upwards accountability), WFP staff, NGOs and other implementing partners (horizontal accountability) and affected populations (downwards accountability) through a thorough and transparent assessment of progress towards results, an assessment of the programme’s efficiency by intervention and outcomes, and evidence of sustainability.
The results will inform the new Country Strategic Plan, WFP and FAO’s joint “Programme de Résilience et de Sécurité Allimentaire au Tchad”, UNCT’s Tchad strategy, and other initiatives of building resilience in the Sahel region. The opportunity for learning will be achieved by the evaluation through consultations with a wide range of stakeholders, including the programme’s target population groups, at various stages of the evaluation process, from inception to submission of the final evaluation report. The evaluation will contribute to the strategic insights of the Country Strategic Plan Evaluation commissioned by the Office of Evaluation, its main contribution will be operational recommendations with a focus on entry points such as Food for Assets (FFA) to strengthen the resilience of households, communities, and systems. The outcomes are that
- targeted populations (men, women, residents, IDPs, returnees and refugees with special attention to potentially marginalized groups) benefit from the assets build or restored to improve their resilience to natural shocks and adaption to climate change,
- targeted beneficiaries receive timely and adequate conditional food assistance that meets their short-term food needs,
- targeted smallholders and other actors along the value chain benefit from strengthened technical capacities that improve their livelihoods and their access to structured markets, including in relation to home-grown school feeding.
