Market Assessment of Islamic Microfinance: Supply-Side and Demand-Side Survey

Description

The ICCIA has received a grant allocation fund from the IsDB for the “Development of Market Feasibility Studies and Business Plans for the Establishment of Microfinance Institutions in the G5 Sahil Countries (Burkina Faso, Mali, Mauritania, Chad and Niger)” with the aim of providing innovative microfinance services to meet the needs of young people,  women and economically active emerging companies by applying international best practices and achieving financial and operational sustainability goals. The Consultant is conducting feasibility studies for the establishment of new Islamic microfinance institutions in the G5 Sahel countries: Burkina Faso, Chad, Mali, Mauritania and Niger with franchise models offering various financial products and services such as lending, savings, insurance and transfer, as well as non-financial services such as training and counselling in each of the G5 Sahel countries.

The study includes a separate assessment of the situation of the microfinance sector, the opportunities for the development of the Islamic microfinance sector and the related enabling environment in each of the five countries.

The objective of the mission is to develop an integrated feasibility study that provides all the necessary information to ensure the overall effectiveness of the project, support the development of the project concept and justify the acceptance, modification or even rejection of the planned project in any of the proposed countries by describing all the prerequisites, opportunities and risks as well as any other information necessary to avoid excessive investments at an early stage.

Supply-side desk survey (SSS) & analysis

This SSS refers to risk profile; stakeholder mapping (opportunities and expansion potential of the players in the sector), institutional environment & legal framework analysis) with the purpose of estimating the supply of microfinance and Islamic microfinance, sector coverage, donor activities, implementing organizations, and national priorities for the sector & identification of obstacles in each of the 5 countries

  • Inform and train the data collection team
  • Key informant interviews and preliminary surveys from each of the G5 Sahel countries 
  • Primary data collection in each of the 5 countries
  • Qualitative analysis of supply-side data
  • Compare and consolidate results from secondary and primary data
  • Writing the report of the results and conclusions of the study
  • Selection of the pilot country in consultation with ICCIA

Demand-side desk survey (DSS) & Analysis

The DSS is a detailed breakdown of the socio-economic target groups, identification of the main beneficiaries in order to understand their interrelationships with key stakeholders, challenges and needs.

  • Primary data collection in the selected pilot country: qualitative survey – focus group discussions and in-depth interviews 
  • Review of secondary data for the other 4 countries
  • Data analysis and identification of information gaps:
  • Qualitative analysis of demand-side data
  • Compare and consolidate results from secondary and primary data
