Green Cairo. Green Jobs. Labor Market Needs Assessment on Skills for Green Jobs

The Technical Education sector has a special interest to know more about the occupations that emerged related to the green economy concept in the four covered sectors.
The main objective of the assignment “Employment Promotion Program: Labor Market Assessment on Skills for Green Jobs” was to assess the labour market needs in the industrial sectors below in Greater Cairo to cover current and future activities anticipated:
- Green Building: Building material production for green construction (energy efficient building)
- Green Transportation: Energy efficient transportation (e.g. changing from gasoline to natural gas)
- Waste Management and recycling
- Energy Conservation
The assessment hereby aimed to identify what what the necessary labour skills are for the above occupations with the objective:
- to develop new educational curricula/vocational training programs
- to introduce these occupations
- to modify existing curricula by adding specific modules to cover these new trends.
Thus the overall Objective of the assignment is to assess Labor Market (LM) needs in the industrial sector in Greater Cairo and to identify current and future needed activities to cope with the changes in the labor market in Egypt in the sub-sectors of energy efficient building, energy efficient transportation, waste management and recycling as well as energy conservation.
The immediate objectives of the assignment are:
- To identify and map key players and stakeholders involved in green economy in the concerned sub-sectors (such as companies, national and international organizations and training providers).
- To analyze the labour market situation in the considered sub-sectors with emphasis on potential occupations related to green economy
- To identify broader and specialized skills required for the identified potential green economy occupations in the considered sub sectors
- To identify the existing gap in skills
- To identify current and required interventions to fill the identified skill gap
- To draft recommendations regarding the long term orientation of the GIZ in the field of youth employment as well as the development and/or modification of TE-curricula/programmes offered by MoETE to cover the requirements of green economy
Services
Literature review
- literature review including a review of secondary data related to labour skills profile assessments and enhancement related to green jobs in the selected sectors
- Conduct desk research and review secondary material related to green economy and occupations
Mapping
- Green Building, Green Transportation, Energy Conservation and Waste Management Sectors mapping including the development of clear data base of the significant green economy actors in the considered sub-sectors.
- Identify and list of private sectors companies, employer’s organizations and other institutions involved directly or indirectly in green economy, categorize them;
Data Collection
- Prepare a preliminary questionnaire addressed to those companies in order to identify different occupations/ skills needed.
- Include in the survey additional occupations/skills not related to green economy;
- Run a pretest for the questionnaire, present results to stakeholders and adapt it accordingly;
- Conduct field surveyors training including the Selection and training of qualified Field Surveyors and the development of the field research materials related to the study which includes presentations, role-playing, and practical field-training as well as field interviews implementation process and workplan.
- Run a survey among selected companies; Survey tools including the development of the two questionnaires for the interviews with companies and stakeholders.
- Identify institutions that are delivering programmes related to green economy;
- Conduct Data Collection through interviewing 40 companies and 20 stakeholders involved in the abovementioned four sectors
Data Analysis & Reporting
- Identify existing and needed occupations related to the abovementioned four sectors and the gap of the labour skills and recommendations on the training and educational curricula.
- Present draft bilingual report (En. and Ar.) to stakeholders and fill missing gaps;
- Present final bilingual report (En. and Ar.) to stakeholders.
