Description

The overall objective of this assignment is to design a comprehensive M&E system for SEDO, endorsed by SEDO stakeholders and staff at both the central and regional levels. In the process, the Consultant evaluates the effectiveness of the current M &E system in terms of its impact on monitoring progress, comparing actual to target, measuring efficiency, measuring input-output relationship, and input utilization. The consultant team provided SEDO with information that will serve to identify corrective actions for M&E, ascertain successful practices, and develop a training program for M&E related staff targeting SEDO and its relevant stakeholders. In doing so, the consultant team reviewed and consolidated the M&E tools currently applied to provide SEDO and SEDO stakeholders with monitoring instruments and training. Such a measure will contribute to the long-lasting impact of SEDO programs. A set of key performance indicators were developed for monitoring objectives including how performance will be tracked using milestones and work schedules, and what impact SEDO programs should have on its beneficiaries. In this context, the two key characteristics that will be integrated in the updated M&E System that the consultant proved are:

  • The M&E system is linked to and is an integral part of SEDO’s Project Cycle Management approach;
  • The M&E system is geared at measuring impact of SFD and SEDO interventions at the impact, outcome and output levels.

Services

Developing the M&E System

  • Reviewing the monitoring process currently applied by SEDO & MFCS.
  • Reviewing the current indicators
  • Reviewing the existing M&E system.
  • Conducting in-depth interviews with key persons at central and governorate levels.
  • Conducting a situation analysis

Upgrading the Current MIS

  • Reviewing the data collection methodology and data entry mechanisms
  • Reviewing of the structure of the MIS department and propose changes and appropriate
  • Developing an upgraded MIS tailored to the requirements of the new M&E System

Designing the final version of the M&E/IMS integrated System

  • Discussing the draft version with the partners
  • Elaborating the draft version according to the received comments and conducted discussions

Identifying the Required Competencies

  • Conducting a function-based analysis including the current functions and using the performance indicators with each function
  • Producing a list of competencies and performance indicators for each level

Conducting Training Needs Assessment (TNA)

  • Design A description of the monitoring and evaluation functions
  • Review of the required capacities and competencies for the specified tasks and activities in the M&E functions
  • Conducting in-depth interviews with the key staff
  • Developing a competencies personal profile for the surveyed staff
  • Designing training plan
