Solar Energy Transition in Industries Project Design

Description

Egypt has committed to increasing the share of renewable energy to 42% of its electricity mix by 2030, as outlined in its updated Nationally Determined Contributions (NDC). UNDP Egypt is supporting the Government to translate this commitment into transformative actions through its Industrial Solar Empowerment Project, which focuses on scaling up small-scale photovoltaic (PV) systems in government-owned industrial and commercial facilities. The project aims to install 200 MW distributed solar capacity through private-sector investment under an Independent Power Producer (IPP) model. This will deliver cost-effective renewable electricity, reduce operational costs, enhance energy security, and lower greenhouse gas emissions on 30 government owned manufactures. Platform for Investment Support and Technical Assistance (PISTA) managed by UNDP Rome supports preparatory phase for this initiative. The project preparatory phase is to support preparation of feasibility studies, conduct stakeholder consultations and design financial structuring to ensure the project bankability. The purpose of this Assignment is to ensure that environmental, social, and gender considerations are fully integrated into project design, implementation, and monitoring, in line with international best practice and national regulations.

Services

  • Conduct a Gender Analysis of the industrial solar sector and prepare a Gender Action Plan (GAAP).
  • Identify environmental and social risks associated with project implementation and recommend mitigation actions based on relevant national laws and regulations as well as IFC performance standards.
  • Prepare the Environmental and Social Management Framework (ESMF) for the project.
  • Provide recommendations for a Stakeholder Engagement Plan (SEP) and Grievance Redress Mechanism (GRM).
  • Ensure all outputs are delivered within 10 weeks to feed into the final project proposal package led by the Lead Consultant.
