The first of its kind in Egypt to tackle several sources of pollution all at once.

Description

The Project is one of three components forming an integrated depollution programme aiming at the depollution of the Kitchener Drain through investments in

  • water and sanitation
  • solid waste,
  • drains and canals infrastructure

It is the first of its kind in Egypt by adopting an integrated approach to tackle several sources of pollution at once. The main objective is to support the Project Implementation Unit (PIU) and the Implementing Entities in all aspects of Project implementation, including mainly preparation of all kinds of reports as required and according to the format of the financing agencies, set-up, establish and execution of a monitoring and evaluation system for progress and impact of project activities/interventions, as well as whenever required preparation of: design, technical specifications, tender documentation, assistance with tendering, tender evaluation and contract finalization, administration and supervision of some contracts implementation including the implementation of the Environmental and Social Action Plan (“ESAP”), as well as set up of the disbursement system.

The Kitchener Drain Depollution and Rehabilitation Project (KDDRP) is the overarching project environment of which the current Kitchener Drain Rehabilitation Component (KDRC) forms an integral part. This Inception Report pertains to the KDRC, but to optimize its outcomes and maximize the component’s contribution to the overall project’s intended impacts, we have first analysed how all components are intended to collaborate and jointly achieve the intended impacts.

Services

ESIAs & Environmental and Social Actian Plan

  • Conduct Technical Review of the E&S standards and mitigation measures presented under the Environmental and Social Assessments (ESIA) as per the as per the guidelines of the Egyptian Environmental Affairs Agency (EEAA) & EBRD ESS (capacity assessment)
  • Conduct Technical Review of Environmental Management Practices (Capacity assessment)

Stakeholder Engagement Plan (SEP)

  • Conduct Technical Review of the Stakeholder Engagement Plan (SEP) (capacity assessment)

Livelihood Restoration Framework (LRF)

  • Conduct Technical Review of the Livelihood Restoration Framework (LRF) (capacity assessment)

Capacity Building on ESIA, SEP, LRF

  • Assist the Client in developing and integrating the policies, plans, procedures, actions, and mitigation measures required under the ESAP, SEP, and LRF into the Project Procedures System, as appropriate.

Capacity Building on Gender-related Measures

  • Assist the Client in developing a system supporting accurate reporting, with regards to any identified gender equality issues or social issues to ensure non-discrimination and equal opportunity.

Community Engagement

  • Work with the Water Associations Specialist (WAS) as liaison between farmers in the target area and the Consultant’s Modern Irrigation Engineer (NKE4).
  • Arrange consultation meetings between probable beneficiary farmers and the conceptual design engineers for modern irrigation.
  • Assist the WAS in arranging awareness raising events for potential beneficiary farmers

Reporting

  • Write-up of Inception Report, Project Implementation Plan, Monthly Progress Report, Quarterly Progress Report and Project Completion Report/ Final Report
