Description
The National Water Resources Plan (NWRP) Project started in 1998 for a period of 4 years. The NWRP has been developed within the framework of the NWRP Project, carried out by the Ministry of Water Resources and Irrigation (MWRI) with the support of the Government of the Netherlands. The project was completed by end of year 2002.
On behalf of the project, NSCE assessed and formulated a plan for a nationwide consultation and public awareness about NWRP. The overall objective of the project is to assist the Ministry of Water Resources and Irrigation (MWRI) with the development of a National Water Resources Plan that will outline how Egypt will safeguard its water resources in the future, both with respect to quantity and quality and how it will use its resources in the best way from a socio-economic and environmental point of view. Representatives of various Ministry of Water Resources and Irrigation (MWRI) departments and from public and private stakeholders outside the Ministry are involved in the consultation process that is being implemented mostly through workshops that are meant to introduce the NWRP project’s objectives, methodology and accomplishments and to discuss problems related to water resource planning and possible solutions. In addition to these institutional bodies consultative meetings with representative stakeholders of both the public and private sector at decentralized level started.
Though NWRP project’s collaboration capitalizes on joint experience, networks, resources and efforts at all levels, some constraints were faced and the project representatives expressed concerns on the effectiveness of the consultations with both governmental and private stakeholders, and invited NSCE to develop a proposal, and subsequently implement a study and formulate a plan that would address the identified problems.
NSCE provided NWRP with information on various community based and cooperate stakeholders and on the effectiveness of the past communication with de-central Governmental stakeholders and formulated a plan that included recommendations on how to carry out a consultation and/or awareness campaign with the 4 sectors and will identify specific channels, key leaders and/or organizations. Also, steps to develop and operate the campaigns and/or consultations with each sector were identified and recommended.
