Technical Assistance to the PMU of the programming

Description

The protection of human rights, together with the promotion of pluralistic democracy and effective guarantees for the rule of law and the fight against poverty, are among the European Union’s most essential objectives.

The overall positive framework, from a more operational point of view, led the EU to allocate a €5 million budget to support programmes in the area of Democratization, Civil Society and Human Rights. NSCE was awarded in 2007 the technical assistance of the programme in the framework of the Programme Monitoring Unit (PMU) established within the Egyptian Ministry of International Cooperation with the aim of ensuring the overall monitoring of the programme.

The programme, which ended in December 2009 included four grant beneficiaries:

  • The UNDP Human Rights Capacity Building Project known also as Benaa (for short ‘Building’ in Arabic) targets parliamentarians, judiciary, police, education sector, civil society and media, by providing target-specific structured human rights training programmes, to inculcate a wider understanding and application of a human rights culture and its values.
  • The Ombudsman Institute of the National Council for Human Rights promotes nationwide awareness in the field of human rights trough legal counseling and complaints processing.
  • The Ombudsman Office of the National Council for Women (NCW) promotes nationwide awareness on women’s rights and assists individual as well as groups of women through legal counseling and complaints processing.
  • The General Federation of NGOs and Foundations (GFNF) aims at strengthening and sustaining civil society’s democratization processes and enhancing the Federation’s regional network in all Governorates of the country. The project is executed by the United Nations Development Programme (UNDP). A sub grant component of the project aims at promoting and stimulating the involvement of NGOs and their stakeholders to participate and strengthen their ties with the GFNF and respective Regional Federations.

Services

  • Overall Program management.
  • Development of financial and operational monitoring tools for the whole programme including the fine tuning of Key Performance Indicators for each grant beneficiary and for the whole programme.
  • Preparation of Steering Committees and drafting of SC minutes.
  • Provision of inputs on EU contractual matters and ensures appropriate and timely reporting to the EU Delegation.
  • Quality technical assistance in operational and programming aspects.
  • Development of a tailored grant mechanism for the UNDP GFNF project.
  • Preparation of a detailed research on the analysis of donor’s aid in the field of human rights since the mid 1990s.
  • Coordination of programme’s short term experts.
  • Visibility strategy set in place in accordance with EU guidelines.
  • Support to grant beneficiaries in the preparation of addendum to EU contracts.
  • On the job training depending for grant beneficiaries.
  • Support in the closure of contracts with the EU.
  • Support to the grant beneficiaries in preparing new project proposals.
  • The preparation of all required reports (overall work plan, annual work plans, progress reports, monitoring reports, visibility report).
