Description
In the words of Athens Network of Collaborating Experts (A.N.C.E):
The project aimed at strengthening the employability of Egyptian youth, women, unemployed and low-skilled workers for the improvement of their transition to employment and encouragement of job seekers to become entrepreneurs in the tourism sector. Through this 48 months’ project which was implemented with the cooperation of the Institute of the Greek Tourism Confederation (INSETE) and Alashanek Ya Balady Association for Sustainable Development:
- 600 unemployed persons and/or job seekers in Aswan, Dakahlia and in Greater Cairo have been trained on the latest skills demands in the tourism sector and also have received training for facilitating their access to employment
- 480 out of 600 trained people have been job placed in tourism companies (4-6months)
- 600 already workers in Hurghada, Greater Cairo, and Aswan have been trained on the latest skills demands in the tourism sector
- 400 potential entrepreneurs’ women and youth have received training on business start-ups and on the functioning of the tourism market and related services, especially in relation to environmental and folkloric handicrafts.
- 30 new entrepreneurs have been granted order to start their own business in tourism handicrafts.
The project also offered coaching and mentoring services for entrepreneurs, networking with business associations, angel investors and companies.

The GIA Objectives:
The overall objective of this study is to investigate and assess possible gender impacts of the project and more specifically to examine whether the implementation of this specific project is going to reduce, maintain or increase the gender inequalities in the labor market in tourism sector in Egypt.
The main objectives of the GIA is to assess the interventions by the project from a gender perspective following these five steps:
- Step One: Assessing the current situation (sex-disaggregated data which to be used as baseline information for assessing the potential gender impact)
- Step Two: Analysis of the proposed project (analysis of the objectives and all components of the proposed project to understand the likely gender impact and to ensure that this impact is considered during the GIA)
- Step Three: Determining the priority and significance of gender impact
- Step Four: Assessing and describing the potential impacts on women and men, directly and indirectly (Both negative and positive. Assessment could be based on: participation, resources, norms and values, and rights)
- Step Five: Identifying potential changes to the proposed project (how negative gender impact is to be counterbalanced or removed).
Services
NSCE conducted the entire study including literature review of project documents and other relevant reports, development of the conceptual framework and reporting on the main findings.
The final report included gender assessment of the labour market and entrepreneurship in tourism sector in Egypt and the gender gaps that exist. The study started by an overview of the tourism sector, focusing on the education provided to build the capacity of the graduates of the TVET schools in Egypt, especially female graduates. The study presented an overview of the entrepreneurial sphere in Egypt and an assessment of women presence as well as the opportunities they have and the constraints they face. It also analysed the project activities from a gender prospective and proposed potential changes to the activities to emphasize the gender aspect and any potential negative impacts on the target group.
