Description

The purpose of this special report is to examine global policy and regulatory approaches to enhancing access to finance (A2F) for FDP-led MSMEs and in turn, provide key considerations for financial policymakers and regulators when developing and implementing their own national-level policies and regulations in this area. The special report its objective is to cover

  • the current global context
  • knowledge, practices, and attitudes (KAP) and gaps in A2F for FDP-led MSMEs among both AFI member jurisdiction and non-member jurisdictions.
  • policy and regulatory barriers that prevent progress in this area
  • overview of FDP-led MSME Products/Schemes
  • preliminary, high-level policy recommendations and other related opportunities, such as capacity building programmes or engagement opportunities with other stakeholders, aimed at promoting access to finance for FDP-led MSMEs; and
  • the cross-cutting themes of gender, youth & climate change.

Desk review & Secondary Data Analysis

  • Secondary Data Collection: Desk-based research and literature review on FDPs, MSMEs, FDP-led MSMEs, and related policies, regulations, and program initiatives, using data collection analysis grids (included over one hundred documents in various formats including policy documents, research publications, market studies, articles, interviews, and online conferences)
  • Desktop review on ‘FDPs-led MSMES constraints accessing finance’
  • Desktop review on ‘Opportunities for FDPs-led MSMEs financial inclusion’
  • Development of line and inquiry and data gap assessment and suggest list of key informants

Data collection & Primary Data Analysis

  • Design of in-depth interview guides (open-ended questionnaire)
  • Conduct a total of 14 key-informant interviews, specifically with four AFI member institutions, five humanitarian and development organizations, one association, and four FSPs serving FDPs (The five AFI country regulator members among Uganda, Egypt, Lebanon, Jordan, Mozambique, Zambia, Eswatini, Rwanda)
  • Topic-focused complementary desk review
