Description

The Federal Ministry of Economic Cooperation and Development has charged GIZ with the elaboration of a study on the water-energy-food security nexus in Egypt from its study and expert fund. The outcome of the study is supposed to be the following: Generally, outline the nexus between energy, water and food security in Egypt, and differentiate the findings accordingly by developing different scenarios. Water and energy are focal areas of the Egyptian German Development Cooperation.

One of the main objectives of the bilateral cooperation is to ensure Egyptians water and energy supply for the future in a sustainable way. This requires a multidisciplinary approach covering different fields on a long-term engagement, with special emphasis on demographic development.

The overall objective of the assignment is

• to outline and illustrate the key linkages and interdependencies of national water, energy and agro-food sectors;
• to analyse the characteristics of this water-energy- food security nexus in Egypt
• to come up with an economic value for water in Egypt’s different regions and with cost evaluation for different cropping patterns in relation to the production of crops
• to identify and assess options for fostering regional trade (i.e. import of virtual water) and cooperation (i.e. interconnections of national electricity grids with neighbouring countries, i.e. Saudi Arabia, Sudan/Ethiopia)
• to evaluate the impact of climate changes on the affection of agricultural production as well as on the effect of sea level rise and therewith migration movements of the population.
• to analyze current sector policies and to provide strategic orientations for cross-cutting, and integrated policy formulation and its timely implementation in the light of a fast population and demand growth to ensure provision of basic services in the most resource efficient manner (water, food security).
• To identify and to develop strategic, activity-based and methodical solutions regarding the integration of demographic variables and scenarios into sector-work and sector-policies as well as into German-Egyptian-development cooperation portfolio.

Services

• Literature review: review all the project documents and other relevant reports.
• Inception Report: develop the study inception report covering the component of water, energy and food security in Egypt.
• Interviews: this includes conducting interviews with key-stakeholders in the actual discussions on Egypt`s development path.
• Analysis of interrelations and interdependencies between the various sectorial and cross sectorial themes
• Final Report: preparation and finalization of the study final report.
