Development Projects Evaluation Services for Canada’s Growth that works for Everyone/ Women’s Economic Empowerment (GTWE/WEE) Portfolio

Commissioned by Global Affairs Canada (GAC), NSCE is delivering comprehensive dual-level evaluation. This extensive assignment evaluates is not just the regular project evaluation but looks also at the portfolio logic model of Canada’s priority action areas of Canada’s Feminist International Assistance Policy (FIAP):

Our work involves assessing three key Canada-funded projects: the UN Women/UNIDO “Rabeha” project, Alinea International’s OWAP, and Plan International Canada’s SWEEt project. Through project-level and sectoral theory-based, utilization-focused evaluations, alongside Portfolio-level Theory of Change (ToC) refinement, our team is consolidating evidence across multiple governorates in Egypt. By utilizing extensive primary and secondary data collection—including focus group discussions and key informant interviews—NSCE is providing an evidence base that highlights best practices for advancing women in high-growth sectors along the value chains of agribusiness, ICT, medicinal and aromatic plants, handicrafts, and textiles, directly informing Canada’s ongoing development assistance.

Integrating Gender into Industrial Solar Empowerment

NSCE is also driving gender responsiveness in the renewable energy sector through our work on the Solar Energy Transition in Industries Project Design for UNDP Egypt. As part of the Platform for Investment Support and Technical Assistance (PISTA), NSCE was tasked with ensuring that gender, environmental, and social considerations are fully integrated into the project’s foundational framework.

To support the installation of 200 MW of distributed solar capacity across government-owned industrial facilities, NSCE is conducting a targeted Gender Analysis and Action Plan (GAAP). By embedding these critical analyses into the Environmental and Social Management Framework (ESMF), NSCE is actively supporting Egypt’s transition to renewable energy while ensuring these climate initiatives remain equitable and socially inclusive.
