Building the capacity of the The Holding Company for Water and Wastewater (HWCC)

Description

This 2 year EU-funded programme commenced on 19 January 2015 and is the first integrated Leadership Development Programme aimed at building capacity in the ACs in order to identify and develop the next generation of utility managers.

The programme aims to strengthen institutional capacity to develop and implement Operation, Maintenance and Project Management skills to support HCWW plans to promote young leadership in the ACs. The programme also aims at building a sound and robust generic financial model that will enable decision-makers to determine the best possible options for achieving financial stability.

The programme objectives are:

  • Developing future leaders at middle management level in Project Management and O&M of WWTPs
  • Development of Master Trainers at HCWW and selected ACs
  • Development of a Financial Model and roadmap to improve the financial stability of the ACs
  • Improved O&M of WWTPs
  • Improved Infrastructure Investment projects monitoring and follow-up
  • Standard Operation Procedure (SOP) and Standard Maintenance Procedure (SMPs) for selected WWTPs, to be used for replication at other WWTPs
  • On-the-job training (including utility management training) for selected engineers and technicians for selected treatment technologies in 5 ACs
  • On-the-job training for selected project sector staff using case study infrastructure project sites in 4 ACs
  • Development of a pilot Project Management Book of Knowledge (PMBOK), based on 5 key knowledge areas
  • Implementation of a Project Performance Management System (PPMS)
  • Financial reform roadmap and generic financial planning model for use by the ACs
  • The public are kept informed of programme progress and outcomes

Services

Capacity Building

  • Assessing the staff needs and capacity for the holding company
  • Preparing a customized management and skills training plan using on and off the job training approach
  • Conducting the training at the selected pilot areas to enhance management and knowledge skills requirements according to the future development needs to enable future managers with strong managerial competence.
  • Designing tailored leadership training to gain knowledge of strategic planning and organizational challenges.

Technical Assistance for Operation & Maintenance of WWTPs

(target: 5 ACs (Beni Suef, Canal Governorates Company-Ismailia, Sohag, Qalyubia, Sharkia), 5 technologies, 83 participants)

Technical Assistance for Project Management of Infrastructure Investments

(target: 4 ACs (Dakahlia, Damietta, Sharkia, Sohag), 5 knowledge areas, 55 participants)

  • Preparing detailed project management plans for the next ten years for each AC; Preparing implementation plans tailored to the Egyptian situation taking into consideration existing social, cultural, institutional, legal and political characteristics.

Financial Sustainability Reform

(target: 3 ACs (Aswan, Fayoum, Sharkia))

  • Development and use of a financial model and roadmap
  • Building a sound and robust financial model that enable decision-makers to determine the best possible options for achieving financial stability. In particular, the technical assistance (TA) includes the following activities:
  • Undertaking a financial analysis of the actual financial sustainability (expenditures, revenues, subsidies) in a number of representatives ACs and presenting the financial gap analysis;
  • Building a financial model with various options aiming to reduce this financial gap (cost-cutting, increasing revenues…)
