Description

The overall objective of the project “Technical Assistance to the ‘Protection of Human Rights and Civil Society’ and ‘Support to Political Development and Good Governance’ Programmes in Egypt” is to ensure ongoing monitoring of these programmes activities and support the Egyptian Ministry of International Cooperation (MoIC) in the implementation of the programme action grant activity to CSOs from 2011 until 2015.

Within the given framework, the specific objectives can be stated as follows:

  • To provide technical support to the Programme’s beneficiaries (Human Rights and Political Support).
  • To ensure a continuous monitoring process of the grant contracts signed within the framework of the Human Rights and Political Support programmes.
  • To provide ongoing Technical Assistance for the PMU management component related to the grants to the civil society so to increase participation in the Human rights sector (only addressed to the Programme on Human Rights).
  • To create a common vision of the programme by defining and implementing a visibility strategy (addressed to both the Human Rights and Political Support programmes).

Services

  • Assist the Project Management Unit (PMU) at the Ministry of International Cooperation in developing for the PMU the following manuals:
    • operations,
    • procedures,
    • accounting and financial for the PMU staff,
    • grants management,
    • grants monitoring,
    • visibility
  • Advise the PMU in the preparation of annual Programme Estimates and progress reports (every six months);
  • Support PMU Director in the selection process of the PMU staff;
  • Support PMU Director in the daily PMU management;
  • Provide input for the forthcoming Human Rights and Good Governance programmes under the 2011   – 2013 National Indicative Programme (NIP).
  • Provide inputs to the PMU Director to ensure proper coordination with the various stakeholders of different components and follow up on proposed coordination;
  • Provide support to grant beneficiaries in the fulfillment of their contractual obligations including the respect of procurement rules foreseen in grant contracts (e.g. support in the preparation of interim and final financial and operational reports, etc…);
  • Provide advice to grant beneficiaries on specific requests;
  • Propose corrective measures to be taken in case of risk identification;
  • Prepare risk assessment reports based on the programme’s performance;
  • Follow collected data and prepare monitoring reports according to the key indicators developed to measure outputs and outcome;
  • Submission of monitoring reports on timely basis;
  • Advise the grant management structure (roles and responsibilities of involved stakeholders) in close coordination with the PMU Director;
  • Collaborate on the identification of thematic areas in close coordination with the grant beneficiaries under the direct supervision of the PMU Director;
  • Participate in orientation days for the grant beneficiaries;
  • Provide assistance with the preparation of the programme estimates;
  • Advise PMU on procurement and grant procedures;
  • Prepare a visibility operational plan;
  • Train the appointed PMU staff on visibility matters;
  • Provide grant beneficiaries in developing a communication/visibility strategy in accordance with the guidelines provided by the European Commission;
  • Provide support to civil society organizations on visibility techniques and tools
